Eligibility
Owner and renter households at or below 150% of Area Median Income in single-family homes. Must use a TECH Clean California enrolled contractor, and the reservation must be approved before installation. Waitlisted projects installed before approval are rejected. No new income-verification applications are accepted for single-family projects. DOE guidance effective 2026-05-29 limits HEAR to electric-to-electric upgrades; how that applies to California's waitlist was not confirmed.
