Energy Savings Assistance (ESA) Program - no-cost heat pump water heaters and other upgrades
How much you can get
No cost to the household. Eligible homes can get a heat pump water heater replacement installed free (SCE and PG&E pages), along with other efficiency upgrades. No dollar amount per household is published.

- Eligibility
- Owner and renter households at or below 250% of the Federal Poverty Guidelines, or enrolled in CalFresh/SNAP, Medi-Cal, LIHEAP or similar. Limits for June 1, 2026 to May 31, 2027: $39,900 for 1 person, $54,100 for 2, $82,500 for 4, plus $14,200 for each additional person. PG&E requires the home to be at least 5 years old. SCE and SoCalGas no longer take new ESA Whole Home applications; that pathway ends in 2026.
