- 3CE customers. HPWH must replace a natural gas or propane unit and be ENERGY STAR (single-family), with proof of permit; one per account per fiscal year. HP HVAC must be fully electric with dual-stage or variable-speed compressors, replacing a non-electric system; no dual-fuel; one per outdoor unit, two per account per fiscal year.
